(2012-2013).

2012 Coaches Officiating Requirements (Suspended)

REVISED COACHES OFFICIATING REQUIREMENTS (Posted 12/22/11)

Club volleyball has the unique distinction of being the only sport that is self-officiated. Because of that fact, it is important that all players and coaches know and understand the rules.

Self-officiating not only reduces the cost of tournaments, but is beneficial to players as they develop leadership skills and better understand the limitations of the rules of the game. It is a well known fact across the country that the Great Plains Region is noted for it’s well trained officials, not only their professional officials, but for their player officials and coaches.

However, due to some technical difficulties this year, the coaches officiating requirements will be suspended, starting immediately and for this season only. A copy of the officiating webinar will be available for viewing on the Great Plains website under the Juniors tab/Coaching Requirements. A CD copy can also be mailed to anyone requesting it. This presentation is a great tool for new coaches wanting to understand the USA Volleyball rules and how they differ from the high school rules.

There are also some short training videos for use with your players. These are available on the Juniors tab/Coaching Requirements or directly at www.volleyballreftraining.com

The referee and scorekeeper tests will still be available for your use, but at this time are no longer required. Attendance at an officiating webinar is not required at this time either. IMPACT training is still required for new coaches.

The suspension of the coaching requirement does not eliminate the responsibility of any coach to properly train their players in officiating duties.

All current coaches have been activated and may be added to rosters, as long as their background screening is current and they have completed IMPACT certification. Once you have updated your roster, please send an email to Nathan at tournaments@gpvb.org, so your team can be approved in the Online Tournament Entry System (OTES).

Important Notes about the 2012 Libero Rule Great Plains Libero Serving Instructions

The only significant USA Volleyball rule change for the upcoming year is the designation of 1 or 2 Liberos per MATCH. The other rules involving the Libero remain the same, including one of the most important ones – there must be a completed rally between the replacements of the Libero with the regular player or the other Libero. You may choose to use only one of the Liberos per set, but you must list both prior to the start of the match. If you only use one Libero, you should mark an ‘X’ in the second box on the lineup sheet.

The designation of the 2 Liberos is noted on the lineup sheet. The starting Libero is written in the first box designated ‘L’ and the reserve Libero is written in the second box designated as ‘R’. If a Libero replacement occurs before the first serve of the match, the starting Libero must be the first Libero replacement. After the first rally of the match has been completed, either Libero may enter as a replacement.

Except for specific instances involving injury or individual sanctions of a Libero, you can think of the 2 Liberos as one entity. The acting Libero is the current Libero on the court. The reserve Libero is on the bench. A reserve Libero may replace the acting Libero or another player on the court, as long as the same player or acting Libero is replaced by the same player that replaced them. Only one Libero may be on the court at any time.

The current rule as written in the Domestic Competition Regulations (rulebook) are the current practices for USA Volleyball and will be in place for all qualifiers and the USAV National Championships. If you travel to other regions, you should check to see what regulations they are using.

There are also changes to some scoring procedures.

1. The name of the Libero tracking sheet has changed to the Libero Control Sheet. All new changes are noted in the
rulebook starting on pages 152.
2. New procedure: Do not use slash marks when recording Libero replacements.

a. The assistant scorer (Libero tracker) must track all substitutions for both teams, in addition to tracking the Libero(s).
Substitutions are recorded by slashing the exiting player’s number and writing the new number of the substitute to the
right.

3. There is new terminology and procedures for the deciding set in a match. When transferring the information from the far
left side to the right side, the last exit score from the left side will be transferred to the appropriate box on the far right
side without the corresponding check mark. The re-marking of this score will be considered the ‘anchor point’ (new
terminology) for the far right side.

Further instructions on the use of this procedure can be found on page 150 in the rulebook.

EXCEPTIONS FOR USE IN THE GREAT PLAINS REGION ONLY:
1. You may choose to designate a different Libero in each set, if you are only using one Libero. If you are using only one
Libero per set, you MUST write an ‘X’ in the second Libero box on the line up sheet.

2. Either or both Liberos may serve in one position (meaning the same lineup position). For further instructions regarding
the Libero serving, please see the Libero serving document on the Great Plains website under the Juniors tab/Coaching
Requirements or on the Officials tab/Officials manual – section 1.7.1
